A Strategic Planning Workshop on Chinese Committees on International Organization was held in Computer Network Information Center, CAS on May 26th 2009. The workshop was jointly organized by Bureau of International Cooperation, CAS and International Department of China Association for Science and Technology. LV Yonglong, Director of Bureau of International Cooperation, CAS, LIANG Yingnan, Deputy Head of International Department of China Association for Science and Technology (CAST), and CHANG Xu, Deputy Director of Bureau of Science and Technology for Resources and Environment were present at the meeting. Representatives from Bureau of Life Sciences and Biotechnology, CAS, Bureau of Basic Sciences, CAS and 18 international organizations attended the meeting.

LV Yonglong presided over the meeting and made an important speech. LV said in his speech that people engaging in international affairs is a special profession. They may be well-know scientists in some fields, or management talents who are familiar with international organizations. In order to lay a good foundation for striving to key positions in international organizations and promoting international cooperation projects, LV encouraged speeding up the development of talented people in international organizations and forming advantages in this regard. Meantime, LV encouraged developing innovative cooperation with partners to study the new situation and solve the new problems. By talking with UNESCO, ICIMOD and other organizations, Bureau of International Co-operation had a clear understanding of international organizations’ demands. They hoped to further enhance communication with International Department of China Association for Science and Technology and quicken construction of talented people with CAS.

LIANG Yingnan gave a detail introduction of the Chinese Committee in CAST and proposed four suggestions as follows:

Strengthen the organization and management to Chinese committee of international organization and establish guarantee measures and effective work mechanism;

Build a contingent of scientist diplomatic team in a planned way to enjoy the right to speak by involved in decision-making and management;

Integrate international cooperation with China's scientific development, promote substantive cooperation and develop an omnidirectional cooperation with international organizations;

Enhance communication with related international organizations, make full use of international resources and contributes to improve China’s self-renovation capability.

Representatives introduced international organizations in which they participate. The discussion centered around four topics such as the faculty appointment and the training of potential talent in international organizations, how to coordinate in international affairs, how to develop substantive cooperation relationships and promote guarantee mechanism with international organizations. During the meeting, they had in-depth discussions on training of talents, support for international meetings and research projects, evaluation system and other matters of concern. Some important problems will be submitted to related departments for discussion to establish an effective and sustainable work system and mechanism for the development of Chinese committee on international organizations.
