1. Background

The Silk Road Economic Belt and the 21st Century Maritime Silk Road (simply called “the Belt and Road” or “Silk roads”) covers more than 70 countries and 4.4 billion people (63% of the world). Due to the active underlying geological structure, rapid tectonic uplift, and the obvious climate differences, natural hazards (e.g., earthquakes, landslides, and debris flows etc.) occur frequently along the Silk Road Economic Belt. Moreover, due to climate changes and active submarine earthquakes, natural hazards (e.g., typhoons, tropical storm surges, and tsunamis) along the 21st Century Maritime Silk Road have been attracting increasing attention.

These frequently occurring natural hazards along "the Belt and Road" seriously affect the security and social development of multiple nations. It is thus necessary to conduct fundamental research on hazard mechanisms to provide scientific guidance for natural hazards prevention, construction of major infrastructure, and disaster relief with high efficiency and precision.

More importantly, most of countries along the “Belt and Road” are underdeveloped with relative weak anti-disaster ability. The frequent occurrence of natural disasters in this region greatly impacted on the livelihood and security of local residents, as well as the economic and social development. Disaster prevention and risk reduction is the challenge which all the countries along the line are facing together. It is also the basic insurance for regional sustainable development and prosperity. The implementation of international joint study would enhance the disaster prevention and control ability and guarantee the livelihood security of the countries along the line. It would help realize the butt joint with The Sendai Framework for Disaster Risk Reduction 2015-2030 and 2030 Agenda for Sustainable Development in some extents to make them practicable and promote the continuously stable and sustainable development of these developing countries. Based on this background, Chinese Academy of Sciences (CAS), China Association for Science and Technology, Ministry of Emergency Management of the People’s Republic of China and United Nations International Strategy for Disaster Reduction (UNISDR) will jointly host the International Conference on Silk Roads Disaster Risk Reduction and Sustainable Development in Beijing, April 2019.
