The executive meeting of the State Council hosted by Premier Wen Jiabao approved the Program of the Protection and Construction of the State Ecological Security Shelter Zone on the Tibet Plateaucompleted by IMHE and other units on 18th February, 2009. Premier Wen Jiabao had ever given an important direction on this program, followed by directions of other top leaders like Li Keqiang, Hui Liangyu.
